History and Background
The Provincial Council has been established under the 13th Amendment to the Constitution and Provincial Council Act of 1987. The Chief Secretary holds responsibility as Head of Administration and Chief Accounting Officer. The main function of the office is coordinating all the devolved functions and concurrent subjects in order to deliver services to the Provincial Public.
Mission
Establish effective Provincial Administration by the exercise of powers vested in the Provincial Council in terms of 13th Amendment of the Constitution of Sri Lanka
Key Functions
Establishing institutions systems and procedures required for Provincial Administration.
Co-ordination of all provincial activities and providing guidance.
Mobilizing resources required for Provincial Administration.
Conduct of Proceeding of the Provincial Council and its committees
Maintaining a Legal Unit for Consultation Services.
Providing Technical Assistants for Infrastructure Development.
