History and Background in very specific

 

The powers and the functions of this Ministry are in keeping with the relevant sections as spelt out in the 13th Amendment to the constitution of the Republic of Sri Lanka.

 

The 3 Departments under the Ministry are

 

Ø      The Provincial Department of Education

Ø      Cultural Affairs Department

Ø      Sports Department

 

The Provincial Department of Education was set up in April 1993. Till 1993 both Policy Making and Implementation, were handled by the Ministry of Education, Cultural Affairs, Sports and Youth Affairs. After the setting up of the Provincial Department of Education, Policy decisions are being made by the Ministry of Education, Cultural Affairs, Sports and Youth Affairs and the implementation of the policies are being executed by the Provincial Department of Education, NEP.

 

The structure of the Provincial Education Administration was re-organized in the North East Province in 1998 in keeping with a cabinet of Zonal Education Offices.

 

24 Educational Zones were established in 01.01.1998 to ensure efficient Administration of the Educational Sector in the North East Province. The Zonal Education Office, which functions under Zonal Director of Education, is the main Supervisory Unit of the schools in the relevant zones. With the Zonal Education Offices have been geared to effective functioning by early 1999 in North East Province, the Divisional Education Offices too continued to function concurrently supporting the Zonal Education Offices. There are 74 Divisional Education Offices functioning in NEP at present.

 

There were 2006 schools in NEP as at 31.12.2004 with different grades and sizes. There are 125 schools of 1 AB Grade, 263 schools 1 C grade, 653 schools of II grade and 965 schools of III grade in the North East Province. There are 38 National Schools, which came under the purview of the Line Ministry. There are 6 Private Schools too. The student population is about 627,968 and there is an approved cadre of 25,728 personnel as Teachers and Principals under the purview of the Ministry of Education, NEP.

The Vision of the Ministry is, A Society with a balanced personality in the North East Province

 

 

The Mission of the Ministry, “Formulating policies to ensure coordination and guidance regarding activities relating to Education, Cultural Affairs, Sports & Youth Affairs and ensuring the building of the latent potentials in every individual and creating a society with a balanced personality in the North East Province.”

 

 

 

Major Thrust Areas for Development

 

The thrust areas of the Education Sector for Development are many. The implementing agencies of the various thrust areas are the separate units in the Ministry of Education and the Provincial Department of Education.

 

These implementing agencies can also be counted as sub sectors. Hence, the thrust areas are identified under each of these.

Ø      Effective Administration

Ø      Recruit of the Teachers and absorption of Teachers into Sri Lanka Teachers Service.

Ø      Providing infrastructure facilities to schools.

Ø      Budget monitoring, Payments and stores management
