1. History and Background

 

The ministry was established to accelerate the development, devolution and decentralization process introduced by the Government through the Provincial Council system and is charged with the responsibility of framing policy pertaining to devolved functions of Public Administration within the National policy and co-coordinating and supervising the activities of the following sectors:

  2. Local Government & Urban Development
  3. Co-operatives
  4. Rural Development

  2. Management Development & Training
  3. Industrial Development
  4. Official Language

Develop and Maintain Human Resources and Institutional Settings to Contribute to Good Governance through Responsive Administrative Culture.

 

3. Objectives

 

+          To supply required manpower to the departments in the N.E.P.

+          To accomplish confirmation, promotion and other establishment matters of the employees.

+          To assign work stations in order to give equal chance to the employees to work in congenial station.

+          To expedite disciplinary inquiries.

+          To accomplish all establishment matters within 15 days on receipt of completed application.

+          To maintain Human Resource Information System (HRIS) in N.E.P.

+          To improve system and procedures in the Institutions in N.E.P.

+          To assist to develop objective oriented Management Culture in N.E.P.

+          To Co-ordinate Development activities of the department coming under this Ministry.

+          To provide decent accommodation to the provincial staff.

+          To Coordinate and facilitate implementation of Development Policies and Programmes pertaining to the sectors under Ministry.

+          To design effective and efficient financial management service within the framework of the financial regulation.

 

4. Strategies

 

1.        Capacity Building of N.E.P.

2.        Making appointments according to scheme of recruitment.

3.        Ensuring the posting of officers according to the requirement of the Departments in N.E.P.

4.        Granting Promotions to officers in the Provincial service.

5.        Attending to disciplinary matters of Provincial Staff.

6.        Granting approval for Retirement and gratuity payment.

7.        Attending to Establishment Matters.

8.        Monitoring the financial and Administrative functions of the departments coming under this Ministry.

9.        Co-ordinating the departments under our Ministry and other Ministries.

10.    Liaising with the line Ministry.

11.    HR Data collection & Report Generation

12.    Preparation of Annual Plan and implementation

13.    Convening monthly Sectoral Meetings

14.    Processing the foreign Training nominations

15.    Allocation of Quarters and Maintenance of Guest House and Circuit Bungalow.

16.    Maintaining Accounting system & keeping Accounting Records properly.
