1. History and Background
The ministry was established to accelerate the
development, devolution and decentralization process introduced by the
Government through the Provincial Council system and is charged with the
responsibility of framing policy pertaining to devolved functions of Public
Administration within the National policy and co-coordinating and supervising
the activities of the following sectors:

Develop and Maintain Human
Resources and Institutional Settings to Contribute to Good Governance through
Responsive Administrative Culture.
3. Objectives

To supply required manpower to the departments in the N.E.P.

To accomplish confirmation, promotion and other establishment
matters of the employees.

To assign work stations in order to give equal chance to the
employees to work in congenial station.

To expedite disciplinary inquiries.
+
To accomplish all establishment matters within 15 days on
receipt of completed application.

To maintain Human Resource Information System (HRIS) in
N.E.P.

To improve system and procedures in the Institutions in
N.E.P.
+
To assist to develop objective oriented Management Culture in
N.E.P.
+
To Co-ordinate Development activities of the department
coming under this Ministry.

To provide decent accommodation to the provincial staff.
+
To Coordinate and facilitate implementation of Development
Policies and Programmes pertaining to the sectors under Ministry.

To design effective and efficient financial management
service within the framework of the financial regulation.
