Pro-Poor Economic Advancement and Community Enhancement Project (PEACE)

 

Morawewa Scheme

 

(1)    Field Reconnaissance

 

Field reconnaissance for the head works and the main / branch canal  in the Morawewa Scheme was conducted by the Consultancy Team and Irrigation Department in order to identify locations to be rehabilitated / improved. Through the field reconnaissance, the following works were planned as urgent works:

 

-   Rehabilitation of O&M road along the main canal (3.4 km),

-   Rehabilitation of the No. 1 Branch Canal (5.4 km) and its O&M road,

-   Rehabilitation of the No. 2 Branch Canal (5.6 km) and D8 Canal (2.3 km), and

-   Rehabilitation of the Nelu Oya Diversion Canal.

 

(2)    Rehabilitation of O&M road along the main canal.

 

Rehabilitation works of O&M road along the main canal was awarded to the Sun Construction, with a sum of Rs. 9 million. The period of the contract is 2 months, from the middle of October to the middle of December 2007. The contractor commenced the works in October.

 

(3)    Rehabilitation of the No.1 Branch Canal and its O&M road.

 

The bid documents for the rehabilitation of the No.1 Branch Canal and its O&M road were prepared with three packages, and the bidding was advertised from 28th September to 01st October 2007. After the evaluation, out of three packages, the package No.3 was awarded while re-bidding is being made for Packages No.1 and No.2.

 

(4)    Rehabilitation of the No.2 Branch Canal and D8 Canal

 

The Consultancy Team is carrying out design and cost estimation for the No.2 Branch Canal and D8 Canal.

 

(5)    Rehabilitation of Nelu Oya Diversion Canal

 

Since de-mining certificate in along the Nelu Oya Dervision Canal, the investigation was carried out on 17th October. Further, design drawings of the gate are being reviewed by the Irrigation Department. Detail programme for clearing, survey and investigation will be prepared in collaboration with the Irrigation Department.

 

Borapola Scheme

 

(1)    Field Reconnaissance

 

On 24th May 2007, field inspection in Borapola Scheme was carried out. Staff of Provincial Irrigation Department and the Provincial department of Agriculture as well as the Consultancy Team participated in the inspection. After the field inspection, preliminary awareness meeting was held with participation of the beneficiaries. The Consultancy Team explained the outline of the project, including social mobilization process and community contract. All villagers stressed to implement the project as soon as possible, requesting to repair the main canal, especially just downstream from the intake. Further, they expected to expand the command area.  However, through the field reconnaissance, the land tenure problem was revealed.

 

(2)    Walk through survey in Main System

 

Through walk through survey in the main system, which was conducted by the Consultancy Team, Provincial Irrigation Department, and representative of the farmers, the following items are to be considered as the rehabilitation works:

 

Head Works

 

-     Improvement of Existing Sluice

-   Construction of concrete spill at the existing natural spillway

-   Earth filling in concreting bund slopes

-   Metalling and tarring for access road to the scheme

 

 Main Canal

 

-   Construction of concrete retaining wall

-   Construction of two turnout structures

 

(3)    Survey and investigation

 

The leveling of the bound and the main canal were completed. In addition, the survey in the tank bed area is completed.

 

(4)  Design and Cost Estimation

 

Design and Cost Estimation of 4.39 km long Main Canal, including 1-km long lining section was done by the Consultancy Team. The design was finalized based on comments from the Provincial Irrigation Department and the ratification meeting. In addition, design and cost estimation of the tank is being carried out. 

 

Kurangupaachan Kulam in Trincomalee District

 

The rehabilitation works for the tank was awarded. The Contractor commenced the mobilization works at the site.

 

 

Institutional Development

 

Social Mobilization Programme

 

The consultancy service on community empowerment programme was signed on 20th August 2007. The service includes training for officers on community mobilisation, community awareness programme and conduct of community workshops for the selected irrigation schemes. The Sewa Lanka Foundation prepared the Inception Report and commenced the field work.
