Promote Modernized, Commercialized Animal Husbandry Methods to reach and sustain Livestock Production.

Establish a Healthy Livestock Population

a.	Vaccination Programme against common diseases of Livestock. (Cattle, Goat, Poultry)
b.	Consultation and treatment of sick animals, birds in Veterinary dispensaries and in the field.
c.	Implementation of Animal diseases Act. No. 59 of 1992 and its amendments and Issue of healthcertificate.
d.	Co-ordination with the Dept. of Health in the Control Programme of rabies in Dogs, encephalomyelitis in Pigs.
e.	Co-ordination with the Dept. of Health in the awareness against HPAI.

To Improve the Genetic Quality of Livestock

a.	Provision of Artificial Insemination Services.
b.	Issuing of good-bred bull calves & goats for Natural breeding
c.	Maintaining records of Artificial Insemination Services.
d.	Promotion of Private AI Technicians to do AI.
e.	Pregnancy diagnosis and other follow up programme of AI.
f.	Co-ordination Health Care Programme of the AI born calves.

To Promote Animal Production Extension Service

a.	Co-ordination of the Issue of quality Cows, Goats, Bulls from NLDB Farms and Private Farms.
b.	Issuing of day old chicks, Month old backyard chicks from Regional Livestock Farm, Uppuveli.
c.	Issuing of seeds and cuttings of suitable species of grass and fodder. Advice, Demonstration and Training on these.
d.	Training of Trainers, Livestock Farmers, Unemployed Youths, Schools by Dropouts and Widows on modern methods of Livestock Management, Production of Livestock by products and marketing.
e.	Promoting and assisting the establishment of Community based organization.

To Improve the Institutional Capacity Building

a.	Providing in service training to all Technical Staff.
b.	Special training on Advanced Technology.
c.	Maintaining Livestock Database and updating.
d.	Updating Livestock Information Systems and HRD.

Planning, Co-Ordination and Monitoring

a.	Co-ordination, Monitoring and Evaluation of the field activities, preparing periodical reports and updating the information.
b.	Planning and execution of Livestock Development Programmes.
c.	Liaison with Line Ministry, Central A P & H Department, NGOs, INGOs and other Institutions in EP for the efficient contribution of the Department for the Livestock Sector.
d.	Preparation of Projects / Programs to develop the Livestock Industry.
